A truly cheap Umrah package should still include the Saudi visa, return flights from your departure city, accommodation in both Makkah and Madinah, and airport transfers. In order of frequency: hotel distance from the Haram (you'll walk 1–2 km instead of 200m), hotel star rating (3-star instead of 4-5), sharing room configuration (5-person sharing instead of double), and meals (breakfast-only instead of half-board). Flights and visa are almost always still included — those are the regulated parts of an Umrah package.
